Levels §

1. Absent: UX is ignored/nonexistent
2. Limited: UX work is rare/lacking/aimless
3. Emergent: UX work is functional but in-consistent/efficient
4. Structured:UX work is widespread but varies in effectiveness/efficiency
5. Integrated: UX work is comprehensive & effective
6. User-driven: Dedication to UX at all levels, exceptional outcomes
